Plans to develop a two-campus government have gained momentum in Skagit County as pressures on departments for space and access have increased. The notion of moving to a downtown Mount Vernon Law and Justice Campus and a remote Administrative Campus were reviewed in this Needs Analysis and Master Planning study. Over 30 departments were interviewed to determine immediate, short-term and long-term needs. This evaluation was overlaid on existing facilities and plans for growth. A seven-year, step-by-step department relocation and construction plan was developed to achieve the County’s goals.
