The purpose of the Recommendations is to serve as a tool for property and business owners to learn about the historical nature of the downtown, the design features that make up the existing urban fabric, and contemporary approaches to maintain and promote preservation of the downtown character. As the city prepares for future development and infill opportunities along the Skagit River, it is the intent of this work to form the foundation of good design and sustainability standards; integrating new growth within the existing patterns through contextual design. In this manner the entire CBD benefits from new development, rather than having separate and disparate building types. In addition, the growth should feel more connected to the genuine historical evolution of Mount Vernon than the current homogeneous commercial building trends that appear across urban landscapes of all sizes and locations.
